Qualification Requirements :
SELECTIVE FACTOR: Professional knowledge of the principles, theories and practices in molecular biology or cell biology.
| A. | Successful completion of all requirements for a Ph.D. (or equivalent doctoral degree), in an accredited college or university, in an academic field of the health sciences or pertinent sciences allied to health or health related research; |
| - OR - | |
| B. | Successful completion of a full 4-year course of study in an accredited college or university, leading to bachelor's or higher degree, with major study in an academic field of the health or pertinent sciences which have been applied and utilized by the applicant in health or health related research and, in addition, at least 3 years of qualifying progressively responsible experience; or any equivalent combination of graduate study and research experience in these fields. This education and experience must demonstrate that the applicant has acquired the scientific or health related research at a level which is the qualitative equivalent of that acquired in meeting all the requirements for the Ph.D. degree (or equivalent doctoral degree). Al least one year of the applicant's experience must have been at a level of difficulty comparable to the next lower grade in the Federal Government. |
| In addition, applicants must demonstrate that they have: | |
| 1. | Worked independently in planning, organizing and conducting biomedical, behavioral health or health-related research; |
| 2. | Served effectively in research program administration in these fields; |
| 3. | Acquired an understanding of the history, interests, internal dynamics and relationships of organizations in which health research is conducted. |
| This experience may be gained as a principal investigator of a grant or contract or may otherwise be gained through active involvement in initiating research projects, developing protocols, conducting studies, documenting findings, interpreting results in a published report (journal), supervising staff and managing the budget. The background of the applicant must show progressively responsible and successful experience (complexity of work in independent research program administration) to be eligible for each successively higher grade level. | Note: | Displaced employees must be "well qualified" to receive priority selection. The Defense Authorization Act of November 18, 1997, extended veterans' preference to persons who served on active duty during the Gulf War from August 2, 1990, through January 2, 1992. The law also authorizes the Secretary of each military department to award the Armed Forces Expeditionary Medal for service in Bosnia during the period of November 20, 1995, to a date to be determined. The award of the Medal is qualifying for veterans' preference.
